Kathryn Norbeck, Executive Director                                                                 

Kathryn has been with the 23rd CAC since October 2017.  A native of Clarksville, TN Kathryn attended Trinity University in San Antonio, TX.  After obtaining her B.A. in International Studies, Kathryn moved to Washington D.C. where she worked in intelligence. Kathryn worked with the Joint Warfare Analysis Center as an International Relations Specialist and then as a defense contractor at the Defense Intelligence Agency as a Defense Economic Intelligence Analyst and later at the FBI as a Counter Terrorism Analyst.  After marrying and having her first child she moved home to Clarksville to be nearer to family. Before joining the 23rd CAC team, she worked for Habitat for Humanity of Montgomery County, TN.   Kathryn lives in Clarksville with her husband, Ron, a real estate agent, and their two children.

 

 

 

Jessica, Director of Intervention Services

Jessica has been with the 23rd Child Advocacy Center since June 2013, serving as the Forensic Interviewer. During her 11 years as Forensic Interviewer Jessica has interviewed 2600 alleged victims who were severely abused or a witness to a crime. As of June 2024, Jessica has transitioned to the role of Child Protective Investigation Team Coordinator.  Jessica will remain a back up interviewer for the CAC.  Jessica has worked in the child abuse field since 2007 working with the Department of Children Services in various counties and the Juvenile Court of Marshall County, TX. Jessica received her Child Development Degree in December 2006 from Texas Women’s University in Denton, Texas.  In her free time, she likes to read, travel, and spend time with her husband and daughter. 

 

 

Matoka, Forensic Interviewer

Matoka joined the 23rd CAC as a Family Advocate in August 2018. Matoka has provided advocacy services to 1,182 victims of abuse until May 2024 when she transitioned into the role of a Forensic Interviewer. Matoka received her Bachelor’s Degree in Child Development and Family Studies with a minor in Psychology from Middle Tennessee State University. Matoka comes with previous experience as an intern with another Child Advocacy Center in Rutherford County and then hired as the Drug Endangered Children’s Coordinator. From there, Matoka expanded her experiences by working for the Department of Children’s Services in CPS in Rutherford and Dickson County where she investigated allegations of child abuse and neglect for three years. When not working, Matoka spends her free time with her daughter, reading, going on adventures and trying new things.

 

 

Kelsey, Family Advocate

Kelsey joined the team as a Family Advocate for The Child Advocacy Center of the 23rd Judicial District. She graduated from Austin Peay State University with a Bachelor’s Degree in Social Work, with a minor in Psychology. Kelsey’s experience includes working as a case manager in therapeutic foster care and in early childhood development. Currently, she is attending The University of Tennessee Knoxville to obtain her Master’s in Educational Psychology. Kelsey is a mother to a little girl and enjoys spending time with family. In her free time, she likes to read, be on the water, light hiking, photography, and finding new places to explore.

 

 

 

Courtney, Director of Clinical Services and Mental Health Therapist

Courtney is Licensed Professional Counselor (Mental Health Service Provider designation) and the Intern Program Director, which is especially exciting because she once was an intern at the CAC. Courtney is a Registered Play Therapist (RPT) with a Child Centered Play Therapy (CCPT) Certification. She has specialized in providing therapy for kids who have or are experiencing trauma. Courtney received her master’s degree in Human Development Counseling with a Clinical Mental Health focus from Vanderbilt University. Courtney’s previous experience includes working at Omni Visions as a clinical therapist for their level 3 therapeutic foster care program, providing therapy services for children at Explore! Community School in Nashville, as well clinical experiences in residential settings. Courtney works from a Person-Centered perspective and in addition to play therapy, is trained in Eye Movement Desensitization and Reprocessing (EMDR), Theraplay, Trauma Focused Cognitive Behavioral Therapy (TF-CBT), and the ARC (Attachment, Regulation, Competency) Framework. Courtney enjoys incorporating strength based and experiential work into sessions. When she isn’t working she loves spending time with her Dalmatian: Rory, fostering dogs, hiking, creating, and paddle boarding. 

 

Amanda, Mental Health Therapist

Amanda is a clinician at the Child Advocacy Center (CAC). She earned her Master of Science in Counseling with a concentration in Clinica Mental Health from Austin Peay State University in August 2025. Amanda has foundational training in Child-Centered Play Therapy (CCPT), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT). and Eye Movement Desensitization and Reprocessing (EMDR). Amanda joined the CAC team in September 2025 and previously completed her internship with the CAC and the Fort Campbell Chaplain Family Life Center. Amanda approaches her work from a child-centered lens and believes that when children are provided with a safe, supportive, and nurturing environment, they naturally move toward healing. She is passionate about creating therapeutic spaces where children feel seen, supported, and empowered, and values partnering with families throughout the healing process. 

 

Kim, Mental Health Therapist 

Kim Street is a counselor with the Child Advocacy Center. She has her PhD and is a Licensed Professional Counselor with a mental health service provider designation (LPC-MHSP). Kim received her Master’s in Counseling Psychology in 2003 from Trevecca Nazarene University and her doctorate in Counselor Education and Supervision in 2020, also from Trevecca Nazarene University. She has been licensed in the state of TN since 2007 and is an approved clinical supervisor. Kim is also a Registered Play Therapist, is trained in Eye Movement Desensitization and Reprocessing (EMDR), is trained in Parent-Child Interaction Therapy, and Brainspotting. Kim has been working with trauma victims since the beginning of her career, which began in 2000 with the Department of Children’s Services. She previously worked with the 23rd CAC as a Clinical Director. Kim has also previously worked as a professor for Freed-Hardeman University and in private practice in Dickson and Nashville. 

 

Marcia, Administrative Assistant

Marcia joined the 23rd CAC team in March 2024, bringing over 20 years of experience in administrative roles and an Associate’s degree in Accounting. She’s held various positions, including administrative supervisor, bookkeeper, and operations coordinator. Marcia discovered her true strength and enjoyment lies in supportive roles that keep the daily operations running smoothly, often behind the scenes. But of all her roles, being a mom to her son, Shawn, continues to be the most fulfilling and meaningful. She’s incredibly proud of how he’s navigating early adulthood with determination, hard work, and old-school values. When Marcia isn’t focused on motherhood or work, you’ll likely find her lost in a book, watching sports, or cooking.
